Hawaii is the only U.S. state that is completely rabies-free, and the state intends to keep it that way. Bringing a pet to the islands requires more paperwork than most domestic trips — but it is doable, and the reward is sharing one of the most beautiful places on Earth with your four-legged travel partner.

This guide covers the quarantine process, what to prepare months in advance, and — the part most guides skip — where pets are actually welcome once you land.

Hawaii’s Animal Quarantine Branch (now under the renamed Department of Agriculture & Biosecurity) enforces strict import rules. The default quarantine period is 120 days — your pet stays in a state facility for four months. That is the worst-case scenario and entirely avoidable with proper planning.

The Direct Airport Release (DAR) program lets qualifying pets skip quarantine entirely and go home with you the same day. The fee is $185 per pet. A second option, the 5-Day-or-Less program, requires a short stay at the quarantine facility and costs $244.

DAR requirements (start 4-5 months before your trip):

1. Microchip. Your pet needs an ISO-compatible microchip implanted before any rabies vaccinations count. If the chip was placed after the first rabies shot, that shot does not count — you will need to restart the vaccine timeline.

2. Two rabies vaccinations. Both must be administered after the microchip. The second shot must be given at least 30 days before arrival but no more than 12 months after the first.

3. OIE-FAVN rabies blood test. Drawn at least 120 days before arrival from a USDA-approved lab (Kansas State is the most common). Results must show adequate antibody levels.

4. Two submission forms. Form AQS-279 must be submitted at least 10 days before arrival — you can now file online through the new HIPOP portal instead of mailing paper forms. A second health certificate (USDA-endorsed) is issued within 14 days of departure.

5. Approved airline and arrival airport. Direct Airport Release is available at Honolulu (HNL), Kahului (OGG), Lihue (LIH), and Kona (KOA). Your flight must arrive during inspection hours.

Cats follow the same quarantine rules as dogs — microchip, two rabies vaccinations, OIE-FAVN blood test, and the same forms. The DAR program applies to cats as well. The process is identical; only the logistics of air travel differ since most cats fly as checked baggage or cargo rather than in-cabin.

Birds, reptiles, hamsters, ferrets, and other exotic pets face different (and often more restrictive) import rules. Ferrets, snakes, and certain reptile species are prohibited entirely in Hawaii to protect the island ecosystem. Check the Hawaii Department of Agriculture’s restricted species list before assuming your pet can come.

Service animals (trained to perform specific tasks for a person with a disability) are exempt from airline pet fees under the ADA and must be allowed in all public places, including restaurants, hotels, and beaches where pets are otherwise prohibited.

Emotional support animals (ESAs) are not service animals under federal law. Since 2021, airlines are no longer required to accommodate ESAs in the cabin — they travel as regular pets. Hawaii’s quarantine rules apply to ESAs exactly as they apply to pets. Do not expect exemptions.

Both service animals and ESAs must still meet Hawaii’s rabies quarantine requirements. A service dog can enter any restaurant, but it still needs the microchip, vaccines, blood test, and forms to enter the state.

Hawaii’s beach rules vary by county. Most guarded public beaches prohibit dogs, but several unguarded beaches and parks welcome them.

Oahu

Dog-friendly beaches are limited. North Shore beaches like Mokuleia Beach Park allow dogs on-leash. The off-leash dog parks at Moanalua Dog Park and Hawaii Kai Dog Park are the reliable options. Ala Moana Beach Park, Waikiki Beach, and Hanauma Bay do not allow dogs.

Maui

Baldwin Beach Park on the North Shore is one of the more dog-tolerant beaches. Dogs must be leashed. Several South Maui beaches near Kihei are less patrolled and locals regularly bring dogs. Kapalua Bay and Big Beach prohibit dogs.

Big Island

The Big Island is the most dog-friendly island. Kohanaiki Beach Park (Pine Trees) near Kona is a popular local spot where dogs run off-leash. Richardson Ocean Park in Hilo is another option. Hawaii County enforces leash laws loosely at many beaches, though technically all dogs should be leashed.

Kauai

Lydgate Beach Park has a dedicated off-leash area. Kauai’s less-crowded beaches on the North and West sides are generally tolerant of well-behaved leashed dogs. Poipu Beach does not allow dogs.

Major hotel chains with pet-friendly policies in Hawaii include Marriott (most properties allow dogs under 50 lbs with a fee), Westin, Sheraton, and the Moana Surfrider on Waikiki. Fees typically run $75-$150 per stay, and most cap weight at 40-50 pounds.

Standout pet-friendly properties:

The Westin Hapuna Beach Resort (Big Island) — welcomes dogs up to 40 lbs with their “Heavenly Dog Bed” program. Kohala Coast location with easy access to pet-friendly beach areas.

Sheraton Waikiki (Oahu) — allows dogs with a pet fee. Walking distance to Ala Moana Beach Park and Kapiolani Park, both good for morning dog walks.

Grand Hyatt Kauai (Poipu) — pet-friendly rooms available with advance notice and a cleaning fee. The resort grounds are spacious enough for evening walks.

Vacation rentals through Booking.com or VRBO often have more flexible pet policies than hotels. Filter for “pet-friendly” and read the fine print — some allow cats but not dogs, or restrict breeds.

Hawaii’s warm climate means outdoor dining is common, and many restaurants with patios welcome well-behaved dogs. A few reliable options:

On Oahu, the Haleiwa strip on the North Shore has several dog-friendly patios. Island Vintage Coffee in the Royal Hawaiian Center (Waikiki) allows dogs at outdoor tables. Duke’s Waikiki has an outdoor bar area where dogs are tolerated.

On Maui, Paia town is dog-friendly in general — Flatbread Company’s outdoor seating, Paia Fish Market, and several cafes welcome leashed dogs.

On the Big Island, Huggo’s on the Rocks in Kona is an open-air bar right on the water where locals bring dogs regularly. Hilo’s farmers market area and many cafe patios are dog-friendly.

On Kauai, the Hanalei area and Kapaa town have multiple outdoor restaurants where dogs sit under tables without issue.

Always call ahead to confirm. Policies change seasonally, and some restaurants that allow dogs on quiet weeknights may restrict them during busy weekend brunches.

Start early. The DAR timeline requires at least 4 months of preparation. Five months is safer. One missed deadline or rejected blood test resets the clock.

Book your vet appointments early. The USDA-endorsed health certificate must be issued within 14 days of departure. Your vet may need a week to get the USDA endorsement. Do not leave this until the last minute.

Bring water. Hawaii is hotter and more humid than most of the mainland. Dogs overheat fast, especially breeds with thick coats or short snouts. Carry water on every outing.

Watch for coral and lava rock. Many beaches have sharp coral fragments and lava rock that can cut dog paws. Booties or paw wax help on rocky coastlines.

Keep dogs away from monk seals and sea turtles. Hawaiian monk seals and green sea turtles are federally protected species. Disturbing them carries fines up to $25,000. If your dog approaches one, you are liable. Keep a 50-foot distance minimum.
