Start with the boat reservation, then decide what else belongs in your Pearl Harbor day. A confirmed USS Arizona Memorial time, an uncertain standby wait and a commercial tour package need different plans. For the museums and wider site, use our Pearl Harbor visitor guide.

Boat programs can be cancelled or modified for wind, mechanical or safety reasons even with a reservation. Before traveling, check Hawaii travel alerts and official NPS alerts.

Entry to the Pearl Harbor Visitor Center, its grounds and its two museums is free and needs no ticket. The Arizona Memorial program is also free; Recreation.gov charges a $1 nonrefundable booking fee per ticket, and every person in the group, including infants, needs their own ticket under the NPS reservation instructions.

Parking at the visitor center is $7 per day, paid on your phone or at an onsite kiosk, and cannot be paid through Recreation.gov. The center is open 7 a.m. to 5 p.m. daily and closed on Thanksgiving, Christmas and New Year's Day (NPS basic information).

On the Recreation.gov facility page, the free program is listed as Arizona Memorial Tour. The same page also sells a paid multimedia audio tour and a paid combo package. Those are separate purchases from the free Arizona program, which carries the $1 booking fee. Neither paid product includes an Arizona boat seat.

Tickets are released in two rolling daily windows, both at 3 p.m. Hawaii Standard Time. The primary window opens 56 days ahead: on a given Monday, that Monday eight weeks out becomes bookable. The secondary window releases additional tickets one day ahead, again at 3 p.m. HST for the following calendar day. It is not a 24-hour countdown from your boat time; additional tickets for a 9 a.m. Tuesday program are released at 3 p.m. Monday.

Recreation.gov notes that tickets can be reserved in their entirety within minutes and advises having an account created and logged in before release. NPS lists a limit of 10 tickets per day, including infants and small children.

Reservations are final, nontransferable and not for resale, and rangers cannot modify or rebook them. Save the confirmation email or the PDF with the QR code; that code is what gets you into the correct program. We recommend the 56-day window if your dates are fixed, and the one-day window as a second attempt rather than a plan, since it releases only additional tickets (NPS program page).

The Recreation.gov page says same-day free tickets are no longer available at the visitor center. Read alongside the NPS pages, that sentence refers to the old first-come, first-served ticket distribution, which has been discontinued. It does not mean standby has ended. The NPS describes a standby callback system for visitors without a reservation or who missed their time.

The process: find the sign-up tablets in front of the Audio Tour booth, enter your name, phone number and group size, and you should receive a text with an SB number showing your position in line. When your group is called, a second text arrives, and only then may you join the standby callback line at the theater. If no text arrives, photograph or note the number from the tablet screen, wait at least 30 minutes, then ask a ranger at the theater whether it has been called, as the NPS FAQ instructs. That interval is a check-in point, not a promised wait.

The tradeoff is time and uncertainty. The NPS says a busy day can mean several hours before callback, that seating cannot be guaranteed, and that standby may not be offered at all during peak visitation. Standby suits a day with nothing else scheduled and a willingness to leave without boarding.

A package may suit you if you want transport and selected admissions arranged together. Check the exact itinerary before paying. Recreation.gov restricts commercial ticket reservations to those allowed under the park's Commercial Use Authorization terms. Before paying, ask the operator directly: is the Arizona boat a confirmed reservation for your party, or will the group use standby? Which museums and admissions are actually included, where does the vehicle collect and return you, and what happens to the price if the boat is cancelled for weather?

If you want to compare options, browse Oahu tours on Viator, then read our Pearl Harbor tour guide for what to check in an itinerary. We recommend a package mainly for visitors without a car or who want the paid museums organized for them, not as a substitute for checking whether the package includes a confirmed Arizona reservation.

The time on your ticket is when the boat leaves the dock. The NPS asks you to arrive at the park at least one hour before it and to check in at the Ticket Validation Desk 10 minutes before departure; late arrivals may forfeit the seat to standby.

The program runs about 45 minutes including the safety briefing, boat ride and time on the memorial. The 23-minute park film is separate from the boat program. Recreation.gov lists first-come, first-served showings in Theater 1 at :15 and :45 past each hour. There are no restrooms on the boats or on the memorial, so use the visitor center facilities first.

Bags are restricted, with specific exceptions. The dedicated NPS park rules page sets the limit for clutches and wallets at 1.25 by 2.25 by 5.5 inches (the park FAQ quotes 1.5 inches for the first dimension; use the dedicated policy). Clear bags with visible contents are permitted. NPS lists exceptions for fixed wheelchair bags and stroller pouches, and medical equipment that cannot fit in a lightweight transparent bag. Permitted bags are inspected; disclose medical needs at security.

Storage near the entrance is run by the Pacific Fleet Submarine Museum; the Battleship Missouri lists $7 per bag and $10 for oversized bags or luggage. Recreation.gov flags the lots as a high-theft area, so do not leave valuables in the car.

Strollers are allowed on the grounds and in the pre-boarding area at the theater but not on Navy boats or the memorial, so bring a carrier for small children. Water is allowed in the theater, boarding room, boats and memorial; other food and drink are not.

The Battleship Missouri Memorial, Pacific Fleet Submarine Museum and Pearl Harbor Aviation Museum are independent sites with separate admission. An Arizona ticket does not include them. The NPS FAQ explains the distinction; choose the museum you want before buying a bundle.

The Missouri and Aviation Museum are on Ford Island. Visitors without base access use the complimentary shuttle from the visitor center. The Missouri shuttle instructions say photo ID may be requested and foreign visitors must carry their passports. Check the return time for the museum you plan to visit; leave room for the shuttle in your day.

For a confirmed 10 a.m. program, plan to arrive by 9 a.m., pay for parking, clear screening and validate your ticket by 9:50. The roughly 45-minute program leaves the rest of the visit for the galleries, separate film or a paid museum. Our planning allowance is three to four hours for the Arizona program plus the visitor center. That is our recommendation, not an official visit duration.

For standby, keep the day flexible and be willing to leave without boarding. Avoid scheduling a paid museum or another timed booking around an assumed callback. Ford Island museums also need shuttle time; the Pacific Fleet Submarine Museum is beside the visitor center.

Use My Trip to organize your Pearl Harbor stop, and keep the reservation time and QR code with your trip documents. Choose one priority for the day before adding more admissions.
